• monitors and examines the work and the state of implementation of the health regulations of the Republic of North Macedonia;
• monitors and studies the health regulations in EU countries and the world as well as international agreements and conventions related to human rights, the right to life and right to health;
• assesses health regulations and their compliance with the actual situation;
• performs analysis of deontological rules that apply to health workers and the regulations pertaining to the status, rights and duties of health workers;
• participates in drafting a national strategy for the promotion of patients’ rights;
• participates in drafting a plan for the promotion and development of health legislation;
• participates in drafting a new health care regulations and amendments to existing health regulations;
• follows the link and intersectoral cooperation in the health sector with other sectors;
• prepares draft measures for improving the inter-sectoral collaboration;
